Are there any ways to retrieve the RICs and PermIDs of all the companies which were historically merged/acquired by a currently existing company or a new company was founded from via RDP Symbology API?

I think this is a perfect use case for the Search API. I suggest you read this great article showing you how to use it in Python and CodeBook and this Q&A that is relevant too.
