If you are not RDC named user, you can download the RFA API package from https://my.refinitiv.com/content/mytr/en/downloadcenter/loadview.html.html website, please choose "Product Family" --> "MDS - API"

You should just be able to register on the Developer Portal using your email address and then download the file.

Alternatively, you can also access the older SDKs such as RFA and SFC from the My.Refinitiv Software downloads section by selecting MDS-API for the Product Family

For any new development work, I would NOT recommend using RFA Java (which is a legacy API) - please look into using RT-SDK Java instead - much easier to learn, code and support.
