Not every job hangs. It hangs when the server is busy. I usually see around 5-6 jobs hanging everyday

No ETA, and 1.2 version is recent. However, if you are watching Elektron Java on the protal (have registered you interest in Elektron Java by choosing "Add To My Watchlist" on top of the API) you will be personally notified of any updates to the API via email.

Normally, Elektron-SDK in GitHub is identical or newer than the software download link because the Download link in the Developer Portal contains just scheduled release packages. So, GitHub is a channel for an issue happens before the next release date and requires an urgent resolution.

There was no issue so far with the version

Elektron-SDK_1.2.0.2.G1. It seems to have fixed the issue.
