Availability of most active value Chain RIC from TREP API during the day

We would like to know what will happen with Chain RIC of most active on HKEX, AMES, NYSE, NASDAQ(example RIC below). During the market close, pre-auction, call-auction period. Are chain RICs of most active stock list always available during all time? or there was a time that it returns a blank.
