Product Developer for OnePass admin tool

According to the [OnePas wiki for configuring OnePass for a new product][1], there should be a "Tools" menu if you have a the Product Developer role. How does one get the Product Developer role? [1]:

    There are several people who can give that role. Talk to your management first. If they don't have the access to do it, and you are part of a development team, a trusted person on that team should contact the onepass team, and we can give them access to give other people the "Product Developer" role.
