Javascript/CSS version folder

In cobalt, the static content folders are appended with version numbers (e.g.
j1.next.demo.westlaw.com/StaticContent_24.0.61) as can be seen on the routing pages. In CMDB however, JavaScript and CSS are simply pointed at the hostname without the folder path. How does website (I assume) set up this version path correctly for the routing page?

In Application Start there is a call to StaticContentVersionLoader which setups a FileSystemWatcher on the web.config property StaticContentFileLocation set by CM. (e.g. [
